पौरजानपदा
यस्मिन्विश्वासं
धर्मतो
गताः
।
योद्धा
नयविपश्चिच्च
स
मन्त्रं
श्रोतुमर्हति
॥
English Translation
One whom the inhabitants of both the capital and the provinces truth for his righteous ! conduct, who is competent to right and conversant with the rules of policy, should be consulted by the king.
